it's rejected, so there wont be plus. And probably he wasnt charged either ...

The same thing happened to me some time ago. I tried it again 10 minutes later and the transaction was accepted - money were taken only once. Most probably some problem on Dotpay side.

Ok i got same problem here. I got that at my email

Dear User!

Your payment for PHU Scribo has been ACCEPTED.

Your card will be charged with the transaction amount of 22 PLN.

And after 15mins i got that

Information about rejected transaction.

We would like to inform you, that your transaction no. 2405-P23189 has been rejected and won't be accomplished. All additional information you can receive via email: office@dotpay.pl giving transaction no. 2405-P23189.

I guess he could not yet...
I had exactly the same problem with dotpay last month... and I found out that basically dotpay retains the money but does not pay to sokker... and the money will be given back to user after a long time (1-2 months)... :((
I have already one month from the first payment and I did not receive yet the money back... and I emailed to dotpay, of course, without any success of receiving back at least an answer from them :)
So I'm stil waiting... :(

Since 30 April there are problems with card payments by DotPay, card payments doesn't work for users outside Poland. Card payments are still possible with PayPal, and also by Moneybookers option available to select from Dotpay.
