Q23.1 Which seconds teams will qualify for the worldcup?
A23.1: The 17 teams from the first places in the groups and 15 of the 17 teams from the second places will be promoted. For all second placed teams a ranking will be made NOT INCLUDING matches against the last placed team in the case of 6-team groups. The best 15 teams will be promoted. The ranking will be based on the same assumptions as in the league i.e. number of points, goal difference, higher number of goals scored, higher number of victories, higher starting position (higher "pot").

I think Switzerland would have qualified further even if Albania would have won 3-2. The direct matches don't really matter in sokker, it's points, then goal difference, then rankings.
You needed a 2 goal difference victory.
