It doesn't really make sense to buy a player for 19m euro if you don't want to keep him and want to sell him at 23-24. After 21 he will probably only lose value, people usually pay so much to buy themselves a proven talent top young players for whole career.
He has very average side skills, so his only advantage is that he will reach high level early... 3x 17 ATTs with 25-26yo go for 9-13m euro
Even 2x 18 1x 17 27yo go for 16-18m...
I would keep him for a season and then try to sell him, at 20-21 he might go for similar value if talented and you get lucky with finding a buyer
