let me expand your findings:

13 digits (if 12 it means that first == 0)
digit #s: meaning

1: points in league
2-3-4: goal difference + 500
5-6-7: goals in favour
8-9-10: matches won
11-12-13: 9 - position in league at the beggining of season (1st team has value 8, 2nd has 7, and so on).

The new XML doesn't have the Arena name.
The old one had it within the arena section tag.

This is I presume to make sure the goal difference is a positive number. I wonder what would happen if some team conceded more than 40 goals in every round and scored none. ;) Anybody willing to test it? :D:D:D:D

In a league championship to reach -500 goal difference you should loose all you matches 36 - 0.

2 things I miss in the Team XML:

1.- the leagueID pf the league in which the team currently plays.
2.- the Arena name.

It's based on your victories, draws and defeats. The same system as for national team. It is not a ranking, but it are ranking points.

Sotland ranks, based on data extracted from the team.xml file (rank)

Affected by all matches played, including friendlies.

If it was automated then you could easily do it for all countries.
