Subject: National & Transfers Forum Extension

As "forum shortcut extension" is outdated (now forum links doesn't match anymore with nation links) I did a new one.
Features:
- link to national forum of each nation in world.php
- link to transfers fortum of each nation in world.php
- Tag [C] for closed transfers forum.
- Forum links will always match to nation link in the script database also in case of new country add. The script is able to recognize country id. :)

I also made a little extension to add links to forums in the list of countries, but it's also outdated. Good work, it never came in my mind to add transferforum. I also have some other idea's, but I currently don't have time to make it.

You're welcome I see it as one of my responsibilities. To provide the Dutch with tools. But I am affraid not many people will use it as the Dutch forum aren't the most active. :)
