because he will get crazy money for a 16yo with no proven talent and who will need 10 pops in two seasons to keep up with current strong 18yo strikers
this player will keep or lose value for next seasons so training him will bring no profit
so unless there is added emotional value (wanting to keep own youth player for NT etc.) he is completely right to sell him

If he is talented - he wont have problems keeping up with older pulls. Id say he even will have an advantage because of increased general training (if it really is implemented) from earlier age.
