I think it's more about the cache / temporary files of browser, it doesn't always "download" every picture or other part of the page to cut down on internet transfer / save server bandwidth / make sites run more smoothly

if he clears the cookies or simple make a "hard refresh" (ctrl + F5 / ctrl + R I think) then it should load properly
