Goaltycoon has nothing to do with Sokker when it comes to forumrules. Sokker had a clear rule against reflinks to gain money.

You can buy youth players without the license, it's only needed to trade with other players; maybe they consider it an alternative to the TPA to prevent cheating.
Goaltycoon is a kind of pay-to-win game, because you can load your account with real money: sadly there are a few users with monster teams, their refill the club balance with real money to avoid bankruptcy and dominate the continental competitions.
Anyway they are few cases, so it's possible to form a good team and be competitive for the national competitions without put money in the game.
On the other hand, it's possible to withdraw money from the club, if you are able to have a budget in surplus :)
