This is the cover of Time October 3rd, 1988.
Notice the bar code, which had to be on all covers.
edit: hmmm, maybe it's some kind of european edition?

I think you can be correct that it's a "extra" cover for additional sport part of the magazine, it seems to have a table of content at the bottom of page
It's from this edition, obviously not the cover
On the actual cover below you can see [right upper corner] "Everybody Wins", the same title that's on the photo of the weightlifter

It doesn't matter when you were born. At least now you know that such a legend exists. 46 Breaking a world record requires being a legend. Respects.

And after all these years you finally understand why you were named Naim!
actually there is a very successful movie about him: https://m.imdb.com/title/tt9500372/
it doesn't matter if you are interested or not about the olympics (I don't as well) this biographic documentary simply makes you reconsider lots of terms such as nationalism, war, peace, home, history, inspiration. some years ago I started to watch it without any expectations but it was surprised me a lot and it deserves its imdb score.
I guess you can still find the documentary in netflix, highly recommended.

I mean he is not just a national hero but very inspirational for people from any country. Think like you are watching Rocky or The Warrior but based on real life and full of history, nationalism, existence dilemmas.
