So with the lower manager numbers and especially for new managers it will be important to make much needed changes in regard to the bot-teams. Atm there are the following problems:
a) playing in leagues with only bots is financially punishing for managers, as bots are valuated as very bad by the system in terms of fanclubs and team quality leading to lower sponsor money for clubs playing in those leagues; lower fanclub-mood; fanclub-gains and also lower attendance in matches.
Probably the deciding factor here are fanclub-sizes. I do not know how bot-fanclubs are calculated, but they seem to be mostly in-existent. This is not realistic, a) because in rl there would be an even lower league-level, where the worst bots would constantly go down to, being replaced by teams with more fans constantly and b) there is a threshold, some fans will always stay no matter what.
b) playing in leagues with only bots is boring, as bots are extremely weak. This made sense in the beginning of the game 20 years ago, when everyone had players with max "good" in the main skill, but I think they are too weak for new teams right now. Don't get me wrong, bots should still be beaten by managers most of the time and should not stand in the way of managers that want to promote, but they should at least be a little challenge, if there are just no other managers to play against in the league.

Maybe we could do the following to change this
1. General changes for all bots:
a) Tactics: let bots-teams use a few different tactics. Atm all bot teams use the same standard-tactic "normal", maybe have some use "343" instead etc. The bot should always use the same tactic during a season though, so managers know what to expect and are able to make tactics that counter the bot-tactic, if they want to.
b) Reset bot-fanclubs every season or implement another system that keeps them on a higher level for example by making the fan expectations very low for bots if this is simulated for them. Resetting would be realistic, if we consider there being a lower league where the worst teams would go and new bots coming from there with higher number of fans.
c) maybe already make bots a little stronger, so 22.5 rating instead of below 20 rating average? Have a goalkeeper with weak or average in goalkeeping instead of just a field player in the goal?

2. Make a new breed of SUPERBOTS that are maybe 30% of the bots that have had some sponsoring from the Emirates or a local gambling company and thus are just generally stronger. Now like I said, we want bots to not promote in the league, but we want some bots to be at least a little challenge in the game.
Those bots should have better players and higher fanclubs leading to higher attendance. Maybe 25-32.5 rating? Best is to check what new managers reach in rating in average and how it develops in first season in sokker on average. Superbots should be maybe 5 points below that, making it still unlikely for them to consistently beat new managers, while actually being a tactical challenge instead of instant walkover. Maybe it's already a lot better, if the bots do place the correct players in the correct position; the game already has a calculation for the correct position in the training system, so that should be possible.
Superbots could be marked by having "Superbot" as an owner instead of "unknown".
To be sure you could also just ignore bots in promotions, if this doesn't already exist.

Bots should be generated to an average strength of the league division they play in. So, f.e....if there's a bot team in 3th division and the average ''strength of that division is around 45 - 50 ratings, then generate a botteam that has players worth around that amount in rating.
Bot teams should also have bigger stadium, perfect grass (to reduce injury chances) and increase their fan base by 500% for each division higher than the lowest division.
So, 200 in the bottom league is good, just to avoid teams farming in that division.
Then 1 division higher, you go from 200 to 1000 fans (+500%)
Another division higher + another 500% = 2000 fans etc...

But...imo, on the other hand...it's stupid to base income to general fan base within your division.
It should be independent on your opponents. Your fan BASE = exactly that! You most loyal supporters! And they should be viewed as supporters who come see your matches every match, no matter what! It's the excess or that should be adjusted on the division you're playing + the opponents you get...
