No, England did not. They last hosted a tournament in 1996, Spain/Portugal were 1982 World Cup/Euro 2004, Holland/Belgium hosted Euro 2000 and Russia have never hosted a major tournament.

As soon as money has entered into sports and especially into soccer, we would be dumbe to believe that every country who have won in the past (at least 30y), gave so much money to the FIFA members
Today is obvously the same... Nothing changed... But i like this new areas to host the WC because as South Africa was new, Qatar is a good thing as Russia is.
