in fact, i am going to tell you the exactly meaning of that phrase, to your non understanding latin mind:

it means, that having a mistake is fine ( errare humanum est) but if you commite the same mistake time and time (perseverare), then its not understable ( diabolicum est, as a retoric figure, not as literally the Evil)
