If I were him, I'd go with Belgium. England never wins anything anyway, and to wait 5 years for NT debut...makes no sense. On the other hand Belgium has amazing players and quite frankly...he is Belgish.

And in Belgium, the Belgian FA and the team itself (statements made by Kompany, Dembele, ...) identify themselves with a multicultural team, regardless of their background (with players like Kompany, Dembele, Witsel, Nainggolan, Lukaku, Fellaini, Chadli, Bakkali, ...). So Januzaj would fit in that identity.
Results of teams should not play a role according to me, but I understand that for some players, it does matter. And then indeed, Belgium doesn't look like a bad option.

Well, he wasn't born yesterday, so he must have been rooting for someone all these years. I mean, he may "softly" support a dozen teams, sure, but then there is the team he really supports at world cups / whatever, the team he imagined himself playing for when he was, say, 10.
And if there never was any such team, then what's the point, just take whatever maximizes your expected income as a club player :P
