Well, interesting this because I am in a kind of a gray area. I played Sokker in the past and I've just came back, in parts driven by this update. So I'll give my opinion in the topics below:
1 - Firstly, I wouldn't change the number of weeks, I think the current number (16) is fine. Maybe 14.
2 - 3 matches max. per week. The option 3 shouldn't even be a option.
3 - And now, just a sugestion, the season could be like real life: the league is decided first, ans then in the end the finals of both Intenational Cup and National Cups (format 1 or 2) are played.
4 - The amount of teams per league is already good for me.
5 - Nobody asked about juniors, but I guess it would remain the same way it is, same day.

What if we change the divisions system from x4 to x2?
We might make the competition much more interesting this way. More competition on each division, and certainly for new users not a definite instant fall back, when they succeed in promoting for the first time...
+ a possibility to have no more play-offs needed...
And with this also a certainty ALL teams play equal amount of league games!

With a competition with 8 teams:

1st division: 8 teams
2nd division: 2x 8 teams = 16 teams
3th division: 4x 8 teams = 32 teams
4th division: 8x 8 teams = 64 teams
5th division: 16x 8 teams = 128 teams

Together 5 divisions cover 248 teams which are, for Belgium for example, 65 bot teams.

With a competition with 12 teams:

1st division: 12 teams
2nd division: 2x 12 teams = 24 teams
3th division: 4x 12 teams = 48 teams
4th division = 4x 12 teams = 48 teams

5th division = 8x 12 teams = 96 teams

Here the difference lies in the 3th and 4th division!

This system gives a total of 228 teams and, again for Belgium, 45 botteams

Now for the removal of the play-offs...
Teams who are 1st in their league ALWAYS go up... No exceptions!

With 8 teams competitions always the 2 last teams relegate. I find that a bit harsh, maybe, but not for the 12 team system!
With 12 teams last 2 from first division relegate to 2nd division,
last 2 from 2nd division relegate to 3th division,
And now the difference
only the last team from 3th division will relegate.
I did this cause the difference from 4th to 3th is alot bigger than from 5th to 4th.
Also if a player succeeds in promoting to 3th he has mathematically more chance of surviving, thus making it more interesting...

Unless it's not an option to "remove" play-offs, this is imo a decent option to consider, certainly for new(er) users!

Also, in the lowest divisions of each country I believe having a fixed number of maximum 3 botteams per division and a minimum of 1 is required in divisions where there are active users at least. This way, new managers can have a bit of competition, but to prevent losing all games against the opponents, there still are botteams to have a breather...

I always liked the idea of changing the division system to x2 instead of x4, mostly for beginners (makes the gap between divisions and in the division itself smaller).

To compare it with reality: I play competitively in 2 different leagues (table tennis), 1 with a piramid division system (1 first divsion, 2 second divisions, 3 thirth divisions and so on) and 1 with less leagues per division (1 first division, 1 second division and all other divisions have 2 leagues). The difference between those to In the first league the difference between 2 divisions is huge, lot's of teams who get easy 1st place can't win a single match in a higher division. In the other league most teams that get first place in lower leagues can manage to be in the middle of the pack the next year.

I think this is just the same in every online manager game, so that's why I prefer less leagues per division. It's just more fun to promote and have a chance, instead of having to buy X players just to have a fighting chance to stay in the same division the next season.
