Making changes without thinking and then looking at results is exactly what brought last wave of inflation to the game
People having money is NOT the problem. You can take 90% of money from everyone and after couple of months you will already have the rich 1%. If you know how to make money on trading here you will always make money, it you don't know or don't care you will always be poor.
The problem is that people with money don't want to spend them and play the game.
The problem is that people play the game just to make money or train because other aspects suck.
The problem is the trading is the only viable way of making money - you don't make (as much) money on long-term training, you don't make money on youth school, you don't make money on winning trophies etc. It's a game base only on trading, the faster you trade, the better for your team.
The problem is that people who start playing the game have to become traders otherwise they will never achieve anything, especially in big countries.

Based on the data posted in this forum plus some extra sales data provided by some friends I've calculated the taxes applied in each case and made some projections. This is what I have so far:
6 weeks [1] or less ----> 25%
7 to 8 weeks ----------> 24%
9 to 10 weeks --------> 23%
11 to 12 weeks -------> 22%
13 to 14 weeks -------> 21%
15 to 16 weeks -------> 20%
17 to 18 weeks -------> 19%
19 to 20 weeks -------> 18%
21 to 22 weeks -------> 17%
23 to 24 weeks -------> 16%
25 to 26 weeks -------> 15%
27 to 28 weeks ------> 14%
29 to 30 weeks ------> 13%
31 to 32 weeks ------> 12%
33 to 34 weeks ------> 11%
35 to 40 [2] weeks ---> 10%
[1] weeks are calculated as the number of days between purchase and sell dates divided by 7 and rounded up (e.g. 5.28 = 6 weeks)
[2] I have data up to 40 weeks with taxes being 10%, but I can't say for sure if 35 is the floor (although the projections suggest that) or if 40 is the ceiling (I don't have any useful information after 40 weeks until 88 weeks where the tax is 8%).
I don't have enough data to project in which cases taxes of 8% and 9% are applied.
Juniors coming out of your youth school pay 8% regardless of how long they were in your club.
There doesn't seem to be any extra tax on players under 24. I assume their home clubs still get their 5% as before.

wow, that really sucks. 3 seasons to get it down to 10%. I feel like it should scale that way after two seasons. I'd like to see an implementation that is more front loaded in the first 10-12 weeks.

If communication and participation of DEVs is 0. Why not give a notification in every forum about this by linguists or MOD. Eventually an sk-mail to all. Then it's kind of official. After that note, people who have put a player on TL between 1/1 and that note can contact a certain admin to ask the payback of the extra fee above 10%. ADMINs can do it manually. Seems fair to me?

At the moment, youngsters are down to 8%. Two days ago I sold one of mine for 100k:

Tax is 8% when You are selling your own junior and when someone else selling him You still get 5%, but You won't get that 5% back for selling your own fresh junior - tax is always 8% then
