Either by increasing exp influence on performance or limiting max skill level you can train based on exp.
I'd vote for increasing exp influence.
It is so logical and natural solution - experienced players do play better as they age.
Details of possible implementation should be discussed as there must be some traps along the way.

But that would NOT help the top teams playing in highest division

-70% from 1 til 7 days.
-28% from 7 til 14 days.
-2% from 14 til 21 days maximun.

Now you'd like to add importance of experience [which comes from playing] on player's performance
...and since you can't play youngsters at top level - you can't train them properly and you also can't give them experience
...so if you make experience even more important, then being in lower leagues would be even better than now, because those teams could give 16-21yo players both max training and max experience

Not exactly, I think that young players have nothing to do with top clubs as does the guy I replied to.
Younger players should be trained at lower tier teams and there you gave the solution how can they improve even more.
Experience should benefit older players which tend to lose skills imho.
Anyway, thank you for this reasoning we could come up with something valuable.

But it's already much more profitable to play in lower division, I don't really see the point in making it even more easy.
If the idea is to make the life up top more miserable and help those in lower leagues - sure, that's a good idea, I'm not sure though if that's the good direction to go.

I think the game needs balance, it can't be too easy/too profitable just for one part of teams and much worse for others
If you allow max training for everyone without need for playing = it's too easy for top/rich teams, they can keep the highest level forever if they want

ps. Even if you implement both, it'd still be too easy to stay at the top since experience won't matter among 16-20yo players and you can make most money on training such players
