Competitiveness is when you play to win all competitions if you can
...and? you can play to win the International Cup just as people play to win Champions Cup. I don't see any difference except for the name.
Who gets a joy if wins a cup with worst teams in the game..
I'm sure small country/new/weak teams will find a lot of joy in that. You can ask the same question: who gets a joy if they win a 5th or 4th league. Many people do.
If this competition will be based on level, then the highest tier will be even stronger than Champions Cup.
Most strong teams play in Poland, sometimes there are 5 or more teams playing for 84+, yet often there is only one team in Champions Cup. If that changes in international cup, then it will actually have a higher level of competition than CC.
For comparison, there are ~20 teams playing for 80+ rating is Poland this season. Less than 10 teams achieved that level in the Champions Cup in this season.

Everything is compartmentalized between unequal countries in unequal leagues, in unequal group league, mixing inactive/active teams, competitive teams/farmers, rich/not rich. Inevitably, its leads to fewer challenges for many teams.
An international ladder where you have to play against teams close to your ranking (internationalized / elo system) was certainly the best option.
Devs' choice was to throw nothing away and add new features to what already exists. So we'll continue to play as the game was design years ago....

Player salary reform made it much harder so smaller countries to compete at champion cup level.
This latest change will make it even harded, since saving up to make a push will be punished now.
The gap between a small and a big country was never that huge before.

It's the same thing in the real world, that smaller countries cannot compete as well with bigger ones on the highest level, but since the number of players in all countries has declined, the differences aren't THAT big anymore. Also it could be interesting, if managers start recruiting more other managers for their country, if there really would be some advantage in doing so :D
Furthermore if the system is one like was proposed that would put most teams in international competitions of their "level", then most teams would never really see any problem, as they would play against other international teams of similar level. Only the national winners might be affected then playing in the highest league and losing against poland. No biggie, there's no shame in that.
Champions League has been proposed for a long time. I think it's a nice change to give something to both old teams and new ones. New ones could see the rise in on what level they can compete every season and it gives something to managers that start out in a bot-league. Old ones have more interesting matches, playing against the greats of sokker. I think this is a priority change compared to other things.

Actually the differences are much bigger than previous.
If all nations had 1000 users, and poland had 20000 users, the way the system is worked out, that would actually be quite a small difference as there are more leagues to dampen the effect of bots.
With a huge reduction in users, the relative difference is actually much bigger.

Salary reform has not actually changed that much but I do see where you are coming from.
There needs to be a much bigger tax on salary of the top players (ideally linked to transfer price so that people have the choice of whether they want to pay for such a big salary). As weak players still won't be in high demand, this would mean weak/new teams aren't affected much, but rich/older teams, if they choose to, will be affected more
